- Preheat oven to 400°F (200°C).
- Brown ground meat in a skillet over medium heat; drain excess fat.
- Add onion and cook until softened, then stir in garlic.
- Mix in tomato paste, Worcestershire sauce, herbs, salt, and pepper.
- Stir in frozen vegetables and beef broth; simmer until slightly thickened.
- Prepare mashed potatoes according to package instructions with butter and milk.
- Spread meat mixture into a baking dish and top with mashed potatoes.
- Rough up the surface with a fork and sprinkle with cheese if desired.
- Bake 20–25 minutes until golden and bubbly. Rest before serving.
