- Bake potatoes at 400°F (200°C) until fork-tender.
- Brown meat in skillet and cook vegetables until softened.
- Add tomato paste, broth, and seasonings. Simmer until thick.
- Scoop potato flesh and mash with butter and milk.
- Fill potato shells with meat mixture and top with mashed potatoes.
- Bake filled potatoes until heated through and lightly golden.
